Madonna is a legend. I remember when I was really young my mom always used to play the dance radio station, and Madonna's songs would be playing (her music in the 90s).
I personally think Britney Spears is the current "pop queen". Lady GaGa is my favorite female artist right now, but she's still too new to tell if she'll be doing consistently well enough to deem her the "best"

I'm going to say Whitney Houston; b/c before the crack no one could sing better than her. She was the best female singer of all time. Now Madonna and Britney are better entertainers; but when it comes to voices it's Whitney hands down in my opinion.
