I have no clue what her name is or what she does (probably stripping)...all I do know is that in majority of the clips I've seen for the new season, she says that she "runs LA" a lot

Natalie... is the HBIC. No matter how much you whine, bitch, moan, and complain about it and fight against it, you all KNOW in your heart of hearts, SHE IS THE HBIC. She has all the connections the girls need, and she has control over the entire house. Kendra I think even realizes it, and is over it. She wants the L.A lifestyle, and only Natalie can let her in. Kendra is Natalie's pet toy, and Flo is like Natalie's body guard. She has what she needs to dominate the entire season, and I'm pretty sure she's on her way to doing so.
